Abstract
This study analyzed and evaluated Paju City's existing hydrogen energy business policies, and suggested short-term promotion projects based on effectiveness, discovering new hydrogen energy business items, and attracting companies. In addition, by presenting the Paju-type hydrogen economy value chain roadmap, the short-term value chain project and the mid/long-term value chain project direction, measures to strengthen the promotion system, and measures to improve the social acceptance were presented.
Paju City, along with Pyeongtaek, Ansan, and Hwaseong, in southern Gyeonggi Province, is the only city in northern Gyeonggi Province that has a strong trial to promote the hydrogen energy business, and has begun to produce desired results in some fields such as fuel cells.
However, in the hydrogen economy, it is important to pursue the establishment of a value chain ecosystem of hydrogen production, storage, transportation, and utilization, and to establish a strategy and implement it step by step.
An external public relations strategy and emphasis as an outpost for inter-Korean economic cooperation are necessary to draw support from the central government in the field of hydrogen economy and to differentiate them. However, the strategy in this area is still insufficient. The key to the hydrogen energy business in Paju City is to strengthen the related promotion system in line with mayor's will and leadership.
Paju City should promote the following projects to build a successful hydrogen economy value chain; expansion of participation in government public offering projects, establishment of energy division, establishment of hydrogen production system by signing MOU with SK E&S natural gas power plant, promotion of hydrogen mobility policy, pilot operation of hydrogen residential town through hydrogen fuel cell power supply, expansion of fuel cell power generation facilities for rural coexistence, and Australian regional state hydrogen projects benchmarking
