Abstract

The hobby recreational fishing has shown rapid growth due to the development of leisure culture, the popularization of fishing and the implementation of a five-day work week. The impact of recreational fishing activity on rural or suburbs communities where it takes place can be crucial. The development of public's interest in fishing has just been expanded as TV programs with theme of islands, seas, and fishing and recreational fishing developed in connection with other industries such as glamping, it expanded to a culture that families and lovers enjoy together. Now, recreational fishing is one of the most popular outdoor activities in the Korea.
In 2018, approximately 8.5 million Koreans flocked to the fishing spot to engage in sea fishing, freshwater fishing activities, marking the highest fishing participation rate in over two decades. When compared to the whole country, the proportion of fishing sites in Gyeonggi-do is 15.1% and the proportion of fishing population in Gyeonggi-do/Incheon is 34.4%. In line with national participation trends, the number of hobbyists casting their rods in the Gyeonggi-do is forecast to increase in the future a development that can contribute to the health and well-being of millions of people of all ages, also contributed to the growth of the regional economy.
To foster the recreational fishing industry, the Ministry of Oceans and Fisheries enacted the Fishing Management and Promotion Act and established a basic plan to promote the revitalization of the local economy. In line with this, Gyeonggi-do seeks to foster the recreational fishing industry by enacting the Gyeonggi-do Ordinance on Fishing Management in 2020.
This study aims to explore the direction of development and policy direction of recreational fishing industry. It is important to establish the policy vision, basic direction of recreational fishing policy directions that can continuously drive the reinforcement and development of recreational fishing, and to establish a substantial implementation strategy. The policy vision is the “Improving the quality of life driven by recreational fishing culture that is helpful to fishermen and enjoyed by citizens”.
Policy directions are as follows. First, In order to create a recreational fishing culture for families and lovers enjoy, we intend to create conditions for expanding private investment, establish a one-click fishing platform, and hold a fishing fair in Gyeonggi-do.
Second, In order to create a healthy family-centered recreational fishing culture, the construction of a fishing school in Gyeonggi-do was suggested, and hold a fishing competition in the sea and inland waters of Gyeonggi-do and to introduce a mandatory fishing education system.
Third, we suggest the construction of Recreational Fishing Complex, which aims to establish a pleasant fishing environment through modernization of fishing-related facilities and develops a waterfront space into a complex space used and enjoyed by fishermen and the people.
Fourth, Creating a recreational fishing self help fund for a sustainable fishing environment led by fishermen was created. And this study suggested the search for a plan to establish a fishing self-regulation system.
