Abstract
Gyeonggi Province, with its mix of urban and rural areas and strong social innovation capabilities in civil society and businesses, needs a social innovation policy based on good governance, community-driven social innovation, and cross-sector collaboration.
First, institutionalizing government innovation requires living lab-based training for public officials to boost their social innovation capabilities. Additionally, establishing an innovation antenna team and revising ordinances will ensure the sustainability of policy initiatives.
Second, to reinforce the social innovation ecosystem, Gyeonggi should shift from fragmented support to fostering collaboration among key actors. Performance-based public-private agreements and strategies like community asset-sharing, the integration of Living Labs with Social Impact Bonds (SIBs), and expanding cooperative economic models will support sustainable innovation.
Third, leading national policies through metropolitan-municipal cooperation requires an online platform for inclusive civic participation. Developing social innovation networks and hub organizations will strengthen cross-sector partnerships.
These strategies will help Gyeonggi build a sustainable social innovation ecosystem and position itself as a national leader in policy innovation.
