Green Belt Resident Assistance Program Expansion Plan for Gyeonggi, South Korea

Abstract

The green belt system has been operated in South Korea for the past 50 years as an urban growth management tool. The government offers eight types of resident assistance programs to compensate residents for their limited property rights. This study explores the ways in which these programs may expand through the investigation of similar support programs in South Korea, the United Kingdom, France, and Japan.
The expansion plan suggests five solutions. First, the monetary support for households may target a broader population with an increased amount of support. Second, the government may ease restrictions on the types of subsidizable facilities and give residents and towns a choice. Third, the promotion of a long-term or geographically broader project may produce a greater positive impact on towns. Fourth, the collection of data on residents may allow for a town-specific program design, increasing the effectiveness of the program. Lastly, a long-term green belt management plan and a new source of funding may ensure a stable operation of the resident assistance programs.
