Abstract
Utilization of Abandoned Military Lands in Yangju-si
Most of the former sites are focused on residential-oriented commercial
development such as apartments rather than productive functions in the donation and
loan project centered on the relocation of military facilities. In addition, in the process
of the project, it is difficult to disclose information on unused military sites, so
negotiations between the Ministry of National Defense and local governments are not
carried out and project planning is delayed. In particular, even if donation projects are
carried out as public and public works projects, excessive demand for donation and
backwardness of the project risk sharing structure are pointed out as problems, making
it difficult to raise funds.
Therefore, in this task, we would like to present the direction of the use of unused
military land in Yangju by dividing it into reverse, central, and northern types.
It was classified into the station area type, the central type, and the northern type,
and based on the analysis of the city, population status, and living SOC status by 11
sites, the development direction suitable for the characteristics was presented. In the
case of the station area, basic directions such as differentiation and expansion of
infrastructure specialized for the entire population structure of Yangju-si, military family
support facilities, and living infrastructure for citizens' convenience were presented.
In the case of the northern type of Yangju-si, urban regeneration to expand the
quality of life in the northern part of the country, natural resources and recreational
facilities connected to Dongducheon and Pocheon, and eco-friendly well-being towns
were proposed.
In the case of the site type in the central region, directions such as responding to
optical new towns and expanding convenience facilities for balanced development of
underprivileged areas, facilities that can utilize the surrounding landscape
characteristics, and relatively high elderly population support facilities were suggested.
As strategies and considerations for the use of unused military land in Yangju, first,
11 sites were integrated and reorganized according to the size and hierarchy of unused
military land from the perspective of Yangju-si.
Second, through the determination of functions and uses suitable and required for
location characteristics, public and public housing development to stabilize the housing
market, as well as linked development with living SOC projects and school complex
projects were proposed.
Third, in consideration of the diversification of business promotion according to
land transactions and land use methods, it was proposed to donate, transfer ownership
of local governments through sale, joint use through densification, and administrative
treatment as unused land in consideration of long-term regional development. In
particular, as the Ministry of Economy and Finance's business selection criteria for the
donation loan method are diversified, the business district also needs to be diversified.
Fourth, when proposing the use of unused military land, it is necessary to consider
the increase in demand such as production inducement effect, employment inducement
effect, and value-added inducement effect in consideration of the economic ripple effect
on the development effect. In particular, the direction and use of development should
be determined in consideration of the comprehensive economic effects between positive
effects such as income inducement, tax revenue increase, and sales increase due to the
departure of military facilities.
Fifth, it is necessary to consider the business method according to the business entity
and financial resources and to expand the demand of the county and community through
an intensive and efficient system through the complex three-dimensional use of unused
military land.
