Abstract

As the paradigm shifts from civil engineering-oriented SOC to
people-oriented living SOC, a total of 1,270 projects are being promoted
nationwide and 72 projects have been constructed in Gyeonggi Province under
the three-year living SOC plan (2020-2022), led by the National Balanced
Development Committee. However, from 2023, the Life SOC project has been
transferred to the provinces, and Gyeonggi-do Province's own supply plan is
needed. In this study, we tried to supply the location characteristics of existing
Life SOC projects in Gyeonggi-do and prepare customized supply plans for
Gyeonggi-do.
In addition, major domestic and foreign policies and prior studies related
to quality of life, shrinking cities, and Life SOC were examined, and major
issues related to domestic Life SOC were reviewed. As a result of the review,
it is important to prepare planned supply and systematic maintenance plans
for future life SOC supply.
As a result of the survey, it was more positive for complex supply than for
a single supply of Life SOC facilities. In order to supply Life SOC, local
residents' demand is the most important, followed by a location with efficient
accessibility. Regional imbalances and budget guarantee were the highest
difficulties in supplying facilities. In order to differentiate the method of
supplying the Life SOC by city type through the analysis of urban types in
Gyeonggi-do, the analysis of urban types in Gyeonggi-do was conducted,
focusing on factors for shrinking cities, and it could be divided into new cities,
old cities, and rural areas. Accordingly, the direction and strategy of supplying
living SOC were proposed.
In order to supply customized the Life SOCs in Gyeonggi-do, the basic Life
SOCs were divided into basic living SOCs and basic living SOCs, and selective
support measures were proposed through the introduction of an evaluation
system. The evaluation system should select priority supply targets through
location appropriateness, supply appropriateness, regional activation
effectiveness, and deficiency index review, and add use satisfaction evaluation
to enable continuous maintenance. For long-term maintenance, it is necessary
to establish a management organization, organize Gyeonggi-do-type public
facility management, and establish a resident-led supply and management
process to enable integrated and efficient operation.
