Abstract

The purpose of this research is to propose a framework for inter-organizational governance based on social consensus and cooperation in Gyeonggi-do province, encompassing the 8th elected regional government and the provincial assembly. In detail, the aim of the research is also to present a model for the operation of the provincial government based on social consensus and cooperation governance involving local governments, local councils, and civil society for the successful operation of the local autonomy system.
The research firstly reviewed the theoretical background and significance of the cooperation between the regional office and provincial assembly of regional government through a review of previous researches and relevant theories and laws. Additionally, the research provides the role of civil society in the existing inter-organizational cooperation processes. It Also examined both domestic and international cases, from Germany and the United Kingdom, to analyze the current state of inter-organizational policy cooperation among local government institutions.
It also implies current issues related to the 8th elected local government's cooperation efforts in Gyeonggi-do province, based on the surveys conducted among key stakeholders, including those who are of manager level in regional office and provincial assembly, as well as surveys of residents. Expert advisory meetings were conducted to gather insights into the necessity and characteristics of inter-organizational cooperation in local governments, focusing on the collaborative governance case of 6th elected regional government of Gyeonggi-do province. In addition, It executes FGI to apply a Delphi method and to derive the core functions and expected roles of collaborative governance according to the priorities for Gyeonggi Province's inter-organizational cooperation as well. Furthermore, the research proposed a basic outline for conducting the inter-organizational governance system between regional office and its provincial assembly, Gyeonggi-do. It derived a strategy for inter-organizational cooperation in Gyeonggi Province.
