Abstract
A startup refers to an innovative enterprise rooted in cutting-edge
technologies and ideas, seeking a profit-centric business model amid
considerable risks. The dynamism of this innovation has led not only the central
government but also local governments to broaden their own policies and
programs supporting startups. Thus, an analysis on startup policies and program
direction, budgets and goals is imperative, considering diverse perspectives to
enhance their effectiveness.
Rather than analyzing startup support programs based on industry or
technology, this research adopted a developmental stage approach. Startup
evolution was categorized into four stages: Early, Growth, Global and Exit.
The study delved into the startup support programs in Gyeonggi-do since 2015,
analyzing them across these stages and ultimately deriving significant insights.
A survey was conducted to gain an understanding of the stance of startups.
The opinions and requests of startups concerning public support programs
at each stage, including “Early-Growth-Global-Exit” were examined. The
findings from the analysis of Gyeonggi-do’s startup support programs and the
survey were synthesized to propose future directions for Gyeonggi-do’s startup
policies.
