Abstract

The report analyzes the policy effectiveness of the 2023 Gyeonggi Province Artist Opportunity Income Pilot Project,. The project provides an annual income of 1.5 million won (split into two payments of 750,000 won each) to artists residing in 27 cities and counties of Gyeonggi Province whose individual income falls below 120% of the median income. The primary focus is on whether this income support positively impacts the artistic activities of Gyeonggi Province artists and provides them with opportunities to dedicate themselves to their art. The analysis utilizes data from a survey conducted on Gyeonggi Province artists, covering aspects such as working hours, artistic activities, time usage, happiness, and participation in the opportunity income program. Through regression analysis using Two-Way Fixed Effects models, the study assesses the policy effects, accounting for differences across regions and examining the impact of eligibility for and receipt of opportunity income on various outcomes. The findings indicate that the opportunity income program has led to statistically significant increases in average weekly and daily artistic creation activity time, daily self-improvement/learning time, and happiness among eligible artists. However, while positive effects on artistic performance indicators such as monthly art presentation/participation frequency and monthly awards are observed, they are not statistically significant. Overall, the program appears to effectively support artists' dedication to their art and enhance their well-being, potentially contributing to increased social value derived from artistic activities among Gyeonggi Province residents.
