Abstract

Opportunity income for farmers and fishermen should be set as the central concept of social value creation activities of farmers and fishermen and income security for vulnerable groups of farmers and fishermen.
It is clear that this is income support that ensures that the vulnerable groups of farmers and fishermen have the opportunity to enjoy a better life through the opportunity income for farmers and fishermen, and that it is an income support that promotes the sustainable development of agriculture, fisheries and rural areas and the public interest function of agriculture and fisheries.
Furthermore, it must be clarified that, more fundamentally, this constitutes income support to help farmers and fishermen access and seize opportunities to improve their quality of life (more opportunities, better opportunities, more even opportunities).
Among the various opportunity income models for farmers and fishermen in Gyeonggi-do, the following design plan will be adopted and promoted.
① [Eligibility for payment] Registered agricultural and fishery management entities among farmers and fishermen with addresses in Gyeonggi-do and actually engaged in agricultural and fishery production.
② [Scope of social value activities] Comprehensively covers social value creation activities of farmers and fishermen (including capacity building and new attempts).
③ [Promotion of classification of projects] Implementation of main project.
④ [Treatment of the two systems] Separate promotion of opportunity income for farmers and fishermen and basic income for farmers.
⑤ [Applicable population] Opportunity income payment targets are limited to specific targets that are significant in the social context (young farmers and fishermen, returning farmers and fishermen, environmental farmers and fishermen).
⑥ [Income Restrictions] Non-fishing income restrictions apply. Applicable only to farmers and fishermen with annual non-agricultural and fishery income less than KRW 37 million* (* Based on the most recently confirmed comprehensive income from the National Tax Service as of the date of application).
⑦ [Payment level] Preferred payment amount for farmers and fishermen (150,000 won per month per person, 1.8 million won per year).
⑧ [Payment method] Payment in local currency for each individual.
⑨ [Financial sharing] Gyeonggi-do:City/County= 50%:50%.
⑩ [Budget size and distribution] Set budget size linked to project design. Budget for 2024: Total KRW 8 billion (KRW 4 billion for provincial expenses, KRW 4 billion for city and military expenses).
The Gyeonggi-do Fishermen Opportunity Income Project Promotion Plan should be implrmrnted as scheduled.
