Abstract
q Implementation Plan for Policy Proposal to Strengthen Construction Worker Safety in Gyeonggi-do
❍ In order for local governments to implement effective policies to ensure the safety of construction workers, it will ultimately be necessary to revise relevant laws and regulations.
- In the case of labor standards, there is a need to unify and coordinate standards nationwide, which is a national task that cannot be handled by local governments under the Local Self-Government Act.
- In order to regulate affairs related to the safety of construction sites as affairs of local governments, the following laws should be considered for amendment (the State Affairs of Local Governments Act, the Regulations on Autonomous Affairs, the Regulations on the Delegation of Authority under the Occupational Safety and Health Act, the Regulations on the Delegation of Authority under the Construction Technology Promotion Act, the Regulations on the Supervisory Authority of the Ordering Agency, and the Regulations on the Principles of Contracts under the Law on Local Governments as Parties). Local governments should actively utilize the integrated construction safety management system to ensure the safety of construction sites within the limits of the current law, which provides little direct or indirect disposal authority to local governments. Local governments can consider providing tangible and intangible support to construction companies in their jurisdiction for the integrated construction safety management system.

❍ Linkage with various construction safety-related information systems under the Occupational Safety and Health Act and the Construction Technology Promotion Act
- Step 1 is to identify the situation at the construction site in real time by utilizing CCTV, various detection sensors using IoT technology, etc.
- Step 2 adds the following items to the user input items of the integrated system (video record of risk assessment process, video record of safety training for team and captain, video record of meeting of occupational safety and health committee and labor-management council, etc.)
❍ Plan to expand the certification of excellent companies for occupational safety and health
- Step 1: Utilize the existing system and expand the scope of support.
- Step 2: The selection criteria for excellent companies will reflect the degree of implementation of the following policies to ensure safety at construction sites (utilization of an integrated construction safety management system, observance of two-man one-man shifts for hazardous work, out-of-court safety training for team and foreman, degree of expansion of direct construction, out-of-court efforts to improve the working environment, safety training for small and medium-sized business owners, priority hiring of Koreans, etc.)
