Abstract

In times of extreme drought caused by climate crisis, groundwater becomes a valuable resource. However there is a need to improve the accuracy of groundwater facilities and their users information.
This study is to incorporate groundwater facilities into land registries, enabling a clear understanding of groundwater user information, and to explore measures for accurately managing groundwater facility-related information at the provincial level of Gyeonggi-Do.
Results of a survey conducted among Gyeonggi-Do officials revealed that 89.0% responded experiencing difficulties in their work due to differences between landowners and groundwater facility managers.
If information on groundwater facilities is included in land registries, land buyers can smoothly facilitate the transfer of groundwater facilities before transactions. To secure accurate information on groundwater facilities and their development and users, the Ministry of Environment should demand the inclusion of groundwater facilities in land registries from the Ministry of Land, Infrastructure and Transport. For this purpose, relevant legislation needs to be revised by the Ministry of Land, Infrastructure and Transport.
At the provincial level, efforts must also be made for the management of groundwater facilities in Gyeonggi Province. Regulations should be established to annually update information on the development and users of groundwater facilities and to encourage the registration of unregistered groundwater facilities.
Gyeonggi Province need provide information on groundwater facilities to its real estate information system, which has an annual user base exceeding 100 million people, enabling shared access.
