Abstract

The purpose of this study is to explore ways to restructure the basic security pension, analyze the types of classes that support pension reform through a public survey on pension reform plans, and seek strategic reform plans for Korea's old-age income security system to alleviate old-age poverty. there is to see In Korea, discussions on pension reform have mainly centered on the national pension. National pension reform is absolutely necessary, but in order to alleviate the poverty of the current generation of the elderly, it is necessary to improve the basic security system such as the basic pension. On the other hand, Korea's social consensus on pension reform is very lacking, and policy decisions are made mainly by expert groups consisting of committees. In this study, a survey on pension reform was analyzed to analyze the policy support for pension reform, and based on this, a strategic reform plan for the old-age income security system was sought to alleviate poverty in the old age.
The types of basic pension can be divided into public assistance, minimum pension, and social allowance, and the comprehensiveness and appropriateness of each system differs depending on the combination. As a result of categorizing the policy support groups for the pension reform plan by using the potential class analysis of the survey results on the public pension reform plan, the group that supports the current maintenance, the group that supports the expansion and strengthening of the public pension, and the group that supports fiscal stabilization Four groups were identified, including a group that supports and a group that supports strengthening security. The four groups showed differences according to sociodemographic characteristics, economic level, and occupational status. The closer the pension age is, that is, the older the age group, the more likely it is that the pension system will be maintained rather than changed. In terms of income level, the higher the income level, the higher the tendency to emphasize fiscal stabilization rather than strengthening the public pension.
The analysis results of this study showed that the direction of public pension reform perceived by individuals and the propensity to support the benefit level, benefit target, and insurance premium rate that will change when pension reform is actually implemented can appear differently. In addition, it was possible to distinguish between a plan that is expected to reach a relatively easy social agreement and a plan that is expected to cause social conflict. In the event of future pension reform, active efforts are made to provide accurate information to the public, raise awareness of the need for pension reform, and draw social consensus.
